About the Bahamas Protected Area Fund
The Bahamas Protected Areas Fund (BPAF) was established in 2014 by an Act of Parliament. The purpose of the Fund is to ensure sustainable financing into perpetuity for the management of the national protected area system of The Bahamas. Management of protected areas as defined under the BPAF includes activities related to research, education, and conservation. Protected areas include those established by the Government of The Bahamas as well as areas established for various reasons inclusive of biodiversity conservation, protection of carbon sinks, water resources, wetlands and blue holes, degraded or threatened ecosystems as well as those areas established to aid in mitigating for and adapting to climate change under relevant multilateral environmental agreements or international conventions.

Call for Project Concept Proposals for Hurricane Dorian Assessments & Recovery
The BPAF invites ALL eligible and interested organizations throughout The Commonwealth of The Bahamas to apply for funding to support its purpose and priorities. This special call for concept proposals is made under The Bahamas Hurricane Dorian Recovery Grant between the Caribbean Biodiversity Fund (CBF) and BPAF. Each project will be supported by the CBF and the German Federal Ministry for Economic Cooperation and Development through the German Development Bank (KfW).
 
Concepts will only be considered for activities on or around Abaco and Grand Bahama, and must fall within the purpose of the funding specifically:
·        ecosystem impact assessments
·        ecosystem-based recovery efforts (including protected areas infrastructure)
·        the provision of water purification systems and
·        renewable energy initiatives, in each case on or around Abaco and Grand Bahama.
 
In addition, all project concepts must also focus on at least one of eight, key BPAF funding priorities found at HD Funding Priorities

 
 Application Guidelines
 

Award Amount Up to $100,000.00 BSD for each project approved.
Term of Project Should not extend beyond 12 months

Eligibility

Eligibility Criteria

Basic eligibility criteria for grants from BPAF include the following:
  1. Grantees must be legally incorporated NGOs or Government agencies;
  2. Proposed projects for grant funding must have consistency of purpose with that of the Fund as outlined above in section 6 of the BPAF Act 2014; and
  3. Proposed projects must align with the funding purpose and priorities identified above.

Exclusive Criteria
 
  1. Activities NOT eligible for grants from the Fund are:
  2. Salaries for public officers of Ministries, Departments or Government agencies;
  3. Salaries for executive officers and staff of NGOs;
  4. Recurrent costs of Ministries, Departments or Government agencies;
  5. Activities related to extraction of non-renewable natural resources; and
  6. Activities that do not align with funding priorities identified by the BPAF Board.

Evaluation Criteria

Project concept proposals will be evaluated based on the following criteria:

  1. Alignment with the special call for proposals and Fund priorities;
  2. Methodology – Proposals must clearly articulate how project objectives will be achieved, what the outputs of the project will be, the type of impact the project will have and how the project will be monitored and evaluated for success;
  3. Organization capacity and expertise – Proposals must demonstrate the organization’s ability to execute the project through its internal administrative processes as well as the skills and experience of its staff and/or consultants responsible for executing the project;
  4. Cost effectiveness – Project costs should be reasonable and clearly presented; and
  5. Clarity and focus – Proposal objectives and design should be clearly articulated.

Grant Conditions

Conditions of the grant will be detailed in the grant agreement executed between grantees and BPAF.

Evaluation Process

  • Project concept proposals submitted by the application deadline will be assessed for eligibility based on the BPAF’s Application Guidelines – provided here.
  • Applicants whose concept proposals have met the basic eligibility criteria will be invited to submit a full proposal.
  • This full proposal will be reviewed and ranked by the BPAF’s Grants Review Committee, and subject to approval by the BPAF Board of Directors. 
  • Successful full proposal applicants will be notified of the award of a grant.

Notification of Applicant

Only applicants selected will be notified and invited to submit a full proposal for a Phase II application and process. BPAF is not able to provide feedback on unsuccessful applications.

Reporting Requirements

Successful grant awardees will be required to provide periodic progress reports and a final report at the end of the project.

Progress reports will include:
  • Summary of work to date, inclusive of objectives and outputs achieved based on the project workplan
  • Financial expenditure report for the quarter
  • Identification of challenges encountered during the reporting period and solutions for addressing these challenges
  • Activities planned for the next quarter

Final reports will include:
  • All deliverables completed through the course of the project
  • Lessons learned inclusive of successes and challenges
  • Sustainability plan for the project
  • Financial audit/report for the entire project
